Bring a pot of water to a boil and gently add the 6 eggs. Boil for about 10-12 minutes until hard-cooked, then immediately transfer them to an ice bath to cool completely. This stops the cooking process and makes them easier to peel. Once cooled, gently peel and pat dry with a paper towel.
While the eggs cool, prepare your filling components: finely dice the fresh jalapeno into 1/8-inch pieces (removing seeds for less heat if desired), finely chop the cilantro, and thinly slice the second jalapeno into 1/8-inch rings for garnish. Measure out all the remaining spices and ingredients so everything is ready to mix.
Slice each cooled egg in half lengthwise and carefully scoop the yolks into a bowl. Mash the yolks with a fork until they reach your desired texture—I like mine slightly chunky rather than completely smooth, as it gives better texture. Add the mayonnaise, pickled jalapenos, pickled jalapeno juice, chopped cilantro, mustard, and all the spices (cayenne, salt, black pepper, and garlic powder). Fold everything together gently until just combined, being careful not to overmix.
Spoon or pipe the filling mixture generously into each egg white half, mounding it slightly on top. Top each filled egg with a thin slice of fresh jalapeno, a small cilantro leaf, and a few snipped chives. A light sprinkle of cayenne pepper adds a nice finishing touch and color contrast.
